The APC/UNDP relationship began in the early 1990s when they collaborated on the Sustainable Development Networking Programme (SDNP), connecting UNDP offices from around the world through a network of email nodes, before the internet became available to the public. In 2003 APC provided UNDP with training in gender and ICT at the World Summit on the Information Society in Geneva.

UNDP was one of APC’s strategic partners in ICT4D and “pro-poor” advocacy work in the 2000s. In 2006 UNDP funded a pro-poor research workshop, Making ICT Work for the Poor, and funded the dialogue and exchange workshop on open access policy and advocacy in Eastern and Southern Africa. As well, it provided support for open access in Africa: EASSy, SAT-3/WASC research. In 2008, it asked APC to develop a pro-poor ICT access resource kit aimed at reducing poverty and fostering inclusive development through affordable access to ICTs. UNDP has also had working relationships with many APC members.
