APC welcomes the opportunity to submit its response to the third substantive session of the Open-Ended Working Group on the security of, and in the use of, information and communications technologies (OEWG). Our input addresses some of the recommended next steps outlined in the draft progress report and the guiding questions for discussions with stakeholders from the Chair's letter of 22 June.
Our comments on the OEWG draft progress report focus on the following areas:
-
Existing and potential threats
-
Rules, norms and principles
-
International law
-
Capacity building
-
Regular institutional dialogue
-
The need for an intersectional gender perspective in international cybersecurity.
In response to the guiding questions for discussions with stakeholders at the third substantive session, APC explores the various ways in which stakeholders are currently involved in supporting and/or delivering capacity-building initiatives in the context of the current ICT security capacity-building landscape, with numerous examples of APC initiatives in this regard.
