This paper, The Case for “Open Access” Communications Infrastructure in Africa: The SAT-3/WASC cable, commissioned by APC, was submitted to and circulated through the ITU Telecom Africa Conference 2008.
It was later published, with more detailed information, together with four case studies (Angola, Cameroon, Senegal and Ghana) on the APC website in our research section.
