The Open Culture Foundation (OCF) is a non-partisan, non-profit organisation and the only organisation in Taiwan that spans three key advocacy areas: open tech, digital rights and internet governance. Founded by several open tech communities in Taiwan, OCF has served as a legal entity supporting over 40 open technology communities since 2014. Its vision is to advocate for open technology, aiming to promote open co-creation and protect digital rights, thereby supporting a more transparent and inclusive digital civil society.

Its main goal is to support local communities in advancing open technology (open tech) advocacy, recognising that open technology and cross-sector collaboration are central to securing digital rights and internet freedom. "Open tech" includes three core dimensions: (1) open source software and hardware that anyone can freely use, develop and redistribute; (2) open data, which can be freely used, reused and redistributed by anyone; and (3) open government, promoting transparent, participatory, inclusive and accountable governance.

Through this process, OCF not only continues to promote the principles of open technology, but also actively participates in policy advocacy and speaks up for the public’s digital rights. It collaborates with various international offices and multilateral institutions, strengthening Taiwan’s connection to the global open culture community. OCF builds bridges between local and global open tech communities and digital rights organisations, serving as a mediator to promote open technology. Through these combined efforts, OCF has laid a foundation for the development of open technology in Taiwan. Its achievements are the result of collaboration among multiple open tech communities, individuals and organisations, collectively making Taiwan's internet and digital environment more open, transparent and participatory.
